Shannon Oscar

Shannon Oscar is a managing partner at Oscar Policy Group, LLC. She has nearly two decades of fundraising and political experience in Washington and Pennsylvania. As a key aide to Senators and Congressmen in Washington and on the trail of numerous campaigns, Shannon has built a career in politics based on consistently providing the results demanded by her clients. As a proven consultant in government affairs and finance, she represents the level of professionalism necessary to evaluate and execute the goals laid before her with success.

Working government relations with a wide range of clients, Shannon has worked to deliver results. From the identification and legislative coordination of a $1.67 million grant for a community college to an amendment introduced on a major health care overhaul bill for a healthcare company, developing strategies that work is her business. She has worked with dozens of businesses and entities in the last decade doing just that.

As an experienced finance professional, Shannon has coordinated successful fundraising efforts for local, state and federal campaigns in the most competitive environments. Prior to her work in the private sector, Shannon served as legislative staff in both the House of Representatives and the Senate. In the House, she worked as senior staff for Congresswoman Anne M. Northup of Kentucky, whose committee assignment was to the Appropriations Committee, where she was the Vice Chair of the Labor, Health and Human Services and Education Subcommittee. As part of her duties, she coordinated multiple appropriations projects for entities throughout the state, planned and prepared for Subcommittee hearings, drafted legislation and report language and coordinated legislative tasks and agenda with the White House and Congressional offices on a wide range of priority issues for the Congresswoman.

Her time in the House of Representatives was preceded by service in the Senate, where she worked on the legislative staffs of Senators Fred Thompson of Tennessee and Wayne Allard of Colorado. In these roles, she staffed the Senators on a number of issues, primarily focused on trade, foreign affairs, labor, and defense.

Shannon received a Bachelor of Arts degree in International Affairs at the University of Colorado, Boulder. While working on Capitol Hill, she earned her Master of Arts degree in International Commerce and Policy at George Mason University.
